Do people look down on teenagers that get their handphone later than?

i got my handphone at 13. but only got a SIM card at 14 and a half. people was telling me like. oh you finally got it. and its so like... like they look down on me. if you had a friend and he or she got a handphone at 13 but said no SIM card because parents do not allow him/her to call... will you believe that she or he is telling the truth or will you anticipate that he or she real reason without a sim card is because family could not afford it? because seriously... my family can afford to buy me a SIM card. but because my mother said no in the past. but all this while my father said YES. so actually if i had asked my father and not my mother when i was 13, i would had gotten a sim card too. so its like a "misunderstanding"? cos i just wanna know what is ppl opinion and comments on people that get their phones later than others. i am 14 btw did i mention that?
